I can't imagine what else should I check, in 2.79 I would be painting by now. I've checked the brush settings, tried to paint in both perspective and image editing views, changed the color, checked modes (texture paint in 3d view and paint mode in image editing view), checked if the texture is connected to the shader in shader view.
